Surat City is going to develop as a Smart City. Surrounding area of city is also fast developing. Government of Gujarat have taken an initiative to develop Urban Ring Road considering the necessity of streamlining heavy traffic Congestions, currently faced by the commuters in Surat City.
Existing Centric road arrangements with narrow culverts & bridges leads to heavy traffic congestion within the city and high population density leads to necessity of Outer Ring Road (ORR) in Surat. With the directives of Govt. of Gujarat, SPV has been formed with the following shareholders: [1. SUDA 50% – 2. SMC 50% ]

Envisaging the Government of Gujarat Vision-2022, the development of 27.77 km long ORR is planned. The proposed ORR shall be passing through TP schemes of Urban Ring of Surat City. It is a Unique Self Financing Model with a scheme of free development up to 0.6 FSI. Additional FSI will be chargeable as per agreed terms of SPV. The income generated from collection of Toll, by selling commercial saleable plots in TP arears and additional FSI will be utilized for the Urban Ring development of the proposed TP schemes.

Considering the proposed development, SPV has already engaged the services of Consultant for the work of comprehensive planning and design for the urban infrastructure services along the outer ring road area and development of outer ring road in the TP scheme area of SUDA and SMC, Surat and prepared DPR phase-I with the project cost approx Rs.606 crore for the total stretch of 27.77 km. URDCL has also sanction the tenders for the construction of 42.00 Mt wide ORR section in Phase-I at the cost of Rs.307 Crores.
